The label will be "read" sensors that are mounted on stands, where it will detect whether a car is actually the license to park there. If a car does not have the label, you will notice the store.
The system costs almost as much as other similar to this, and could be used in other types of special parking spaces. The CTP maintains that the technology is ready and that could be used as early as next year.
